What the phrase means
A CVV is the 3 or 4 digit code printed on a payment card. It exists to prove the physical card is present during a card not present transaction. Selling CVV data means selling stolen payment credentials. In the United States that is a federal crime under 18 U.S.C. § 1029, access device fraud. A first offense carries up to 10 years in prison. A second offense carries up to 15 years. Buying the data carries the same exposure as selling it. There is no legal cheap source of CVV numbers. Listings that promise one exist to take the buyer's bitcoin.
Why the trade fails on both sides
- Card issuers cancel compromised numbers within hours of the first fraud alert.
- Marketplace escrow accounts freeze when dispute rates rise, and the operator keeps the balance.
- Law enforcement runs sting marketplaces and takes over established ones. The FBI has seized carding sites and charged their administrators.
- Buyers who pay in bitcoin leave a public ledger trail that investigators can tie to exchange accounts.
If you handle card data for a living
PCI DSS Requirement 3.3.1 forbids retaining sensitive authentication data, including the CVV, after authorization. That applies even when the data is encrypted. Store a token from your payment processor instead of the card number. Use point to point encryption at the terminal or checkout page. Screen orders for mismatched billing address, unusual shipping speed, and repeat small test charges.

If your own card data leaked
- Check the statement for $1 to $5 test charges. Thieves validate numbers with small amounts first.
- Ask the issuer to replace the card and change the CVV. A new number alone does not stop a stored CVV from working on some merchants.
- Report the fraud to the FTC at IdentityTheft.gov and to the FBI at ic3.gov.
- File a dispute with the issuer in writing within the deadline printed on the statement.
Numbers on a card are credentials, not goods. Treat a request to buy or sell them as a fraud signal.
