A CVV is a short code that proves the buyer holds the physical card. Visa, Mastercard, and Discover print 3 digits on the back. American Express prints 4 digits on the front. Card networks require the code for card-not-present orders, which is why stolen codes carry value.

What Telegram listings sell
No issuer, bank, or payment processor sells card data on Telegram. Listings priced below the going rate for stolen records fall into three groups.
- Dead records. The account was closed, frozen, or reported before the sale.
- Burned records. A validation bot ran the number at a live merchant, which fires fraud rules at the issuer.
- Fabricated records. The seller generates digits from a real bank identification number and invents the rest. The Luhn check may pass. The account does not exist.

18 U.S.C. 1029 covers trafficking in and possession of access devices with intent to defraud. A first offense carries up to 10 years in prison and a fine. A prior conviction raises the maximum to 15 years. 18 U.S.C. 1028A adds 2 years of prison time, set by statute to run consecutive, when the access device belongs to another person. Prosecutors do not need proof that the buyer used the card. Purchase and possession are enough.
Card security controls that work
PCI DSS forbids merchants from retaining the CVV after a transaction is authorized. That rule limits the value of a breach at a compliant merchant.
- Virtual card numbers. Large US issuers generate a single-use or merchant-locked number inside the banking app.
- 3-D Secure. The issuer challenges the buyer with a code or a biometric check on high-risk orders.
- Tokenization. The network replaces the card number with a token that works at one merchant or one device.
- Transaction alerts. Push alerts on each authorization catch test charges, which often run at $1 or less.

Call the number on the back of the card and ask for a new number. Review statements for charges under $5. File a report with the FBI Internet Crime Complaint Center and the FTC. The FTC publishes a recovery checklist for identity theft.
