What a CVV is

A CVV is the 3-digit code printed on the back of most Visa, Mastercard, and Discover cards. American Express prints a 4-digit code on the front. Card networks also call it CVC2, CVV2, or CID. The code checks that the person entering the number holds the physical card. It is not a product. It has no wholesale price, no supplier, and no retail market.

Why no safe seller exists

Card networks bar merchants from storing the code after a transaction is authorized. PCI DSS Requirement 3.2 classifies the CVV and full magnetic stripe data as sensitive authentication data and prohibits storage after authorization. A seller who offers CVVs obtained card numbers by theft, skimming, or a data breach. There is no inventory to buy. A buyer who pays gets nothing, or gets a list of numbers that stop working within hours. Both outcomes are fraud.

What the listings are

  • Advance-fee scams. The seller takes payment and disappears.
  • Stolen card dumps. Charges get reversed and the buyer's account gets frozen.
  • Undercover storefronts. The FBI and partner agencies have seized carding forums and arrested operators and buyers.

Legal exposure in the US

18 U.S.C. § 1029 covers fraud and related activity in connection with access devices. Buying, selling, or holding stolen card numbers can bring fines and prison time. One count carries up to 10 years. Prosecutors do not need proof that a cardholder lost money to file a charge.

Steps for safer online checkout

  1. Use a tokenized card or a virtual card number from your issuer.
  2. Turn on transaction alerts for every charge.
  3. Confirm the checkout page sits on the merchant's own domain before you type the code.
  4. Keep the CVV out of notes, photos, and messages.
  5. Store cards in a password manager or browser vault instead of typing them on new sites.

Red flags in offers that claim to be safe

  • A price tag on a CVV. Legitimate card data has no such market.
  • Payment by gift card, crypto, or wire transfer.
  • Terms like "fresh" or "non-vbv" lists. Those terms describe stolen data.
  • Refund guarantees. Fraud sellers cannot honor terms.

If your card data was used

Call the issuer and ask for the card to be closed. The Fair Credit Billing Act caps liability at $50 for unauthorized credit card charges when you report the loss. Debit card rules differ under the Electronic Fund Transfer Act. File a report with the FTC and with the FBI Internet Crime Complaint Center. Keep the case number.
